Following an attack on his Special Investigations Unit precinct, Elijah Kane buries his friens and sets his sights on avenging their deaths. He assmbles a new team and follows the trail across the border to Vancouver where he joins forces with the CIA to take down a high-level targe - a lawyer who had a hand in the attack. The CIA wants the lawyer dead, and promises it will bring Kane one step closer to the man responsible for it all: The ghost.
